It makes sense to file it once several months have passed since the application was registered but the case still has no assigned staff member. Complaint against the department head
A complaint against the department head (kierownik oddziału) is used when previous requests (prośby) have been ignored or the case remains stalled for an unreasonably long time. It is filed with the Voivode as a complaint about the inaction of the subordinate unit — the Wydział Spraw Cudzoziemców. Addressed via ePUAP, by mail, or in person at the office of the Urząd Wojewódzki. Ponaglenie (complaint about inaction/undue delay)
A formal complaint about undue delay in administrative proceedings — the strongest internal tool before going to court. It is filed when the authority has breached the processing deadlines set by the KPA (generally 1 month for simple cases, 2 months for complex ones), or is handling the case more slowly than the law requires. It is filed with the higher-level authority (Head of the Office for Foreigners) through the authority handling the case (Urząd Wojewódzki) — by mail, via ePUAP, or in person. Key requirements: the case number, exact dates, justification of the deadline breach and/or inaction, and a reference to Article 37 of the KPA. The authority is required to review the ponaglenie within 7 days.
Complaint to the Administrative Court
A complaint to the Voivodeship Administrative Court (Wojewódzki Sąd Administracyjny, WSA) is a judicial tool used when the ponaglenie produced no result or was officially rejected by the authority. This is a full court proceeding against the Voivode's inaction or delay in handling the case. It is filed with the WSA through the Voivode handling the case — by mail or via ePUAP, within 30 days of receiving a response to the ponaglenie (or from the moment a response should have arrived).
Key requirements: the case number, copies of the ponaglenie and the response to it, a clearly formulated demand (to recognize the inaction, to order that a decision be issued within a specific deadline), and a court fee of PLN 100. The court can order the authority to issue a decision within a specific deadline and impose a fine.
In addition, the court may award the applicant a monetary sum as compensation for the undue delay — the statutory maximum is five times the average salary (around PLN 20,000–21,000), but in practice courts more often award between PLN 2,000 and PLN 8,000, depending on the duration and circumstances of the delay.

Speeding up production of the physical card
A separate situation — when the decision (decyzja) is already positive, but the foreigner is waiting for the physical card itself to be produced and issued. In special life circumstances (pregnancy, a serious health condition, a planned real estate transaction/mortgage, an urgent trip abroad for a valid reason), a separate request can be filed with the Urząd Wojewódzki asking to speed up specifically the production and issuance of the card, attaching supporting documents for the circumstances.
Where should I start if my case is stalled?

Can I file a ponaglenie right away, skipping the requests?
